I have put together a list of the regulations (pool fence code) relating to pool barriers and enclosures in the area. In most instances, these requirements are for the main barrier to the pool area from the property. Notable exceptions to permissible barriers are electric gates for driveway access. These pool fence requirements are typically inspected as part of the permitting for construction of the pool. I cannot promise that this is a comprehensive list. State of Texas Pool Fence Requirements:
- Must have a fence at least 48 inches tall or taller, with a self-latching gate that opens away from the pool area and is locked when the pool is not in use.
- Must have a fence with gaps no wider than 4 inches, to prevent children from climbing through or getting stuck.
- Must have no objects within 4 feet of the fence that could be used to climb over it, such as chairs or planters.
- Must have any doors or windows that provide access to the pool area be equipped with alarms that sound when opened.
- Must have any pool or spa covers be strong enough to support the weight of a child or adult who may walk or fall onto it.
Harris County Pool Fence Requirements:
- Pool barriers must comply with the 2018 International Swimming Pool and Spa Code (ISPSC) and the 2015 International Residential Code (IRC) for one- and two-family dwellings.
- Barriers must be at least 48 inches high with no more than 4-inch gaps.
- Pool gates must be self-closing and self-latching, with the latch release at least 54 inches above the ground or on the inside if less than 54 inches.
- Barriers must be at least 20 inches from the water’s edge.
Fort Bend County Pool Fence Requirements:
- Pool barriers must comply with the 2018 International Swimming Pool and Spa Code (ISPSC) and the 2015 International Residential Code (IRC) for one- and two-family dwellings.
- Barriers must be at least 48 inches high with no more than 4-inch gaps.
- Gates must be self-closing and self-latching, with the latch release at least 54 inches above the ground or on the inside if less than 54 inches.
- Barriers must be at least 20 inches from the water’s edge.
Montgomery County Pool Fence Requirements:

- The fence or barrier must be at least 20 inches away from the edge of the pool or spa.
City of Friendswood Pool Fence Requirements:
- Must have a fence or wall at least 48 inches high with a self-closing, self-latching gate.
- The fence or wall must be at least 4 feet away from the water’s edge.
City of Galveston Pool Fence Requirements:
- Must have a fence or barrier at least 48 inches high with a self-closing, self-latching gate.
- The fence or barrier must be at least 4 feet away from the water’s edge.
City of Houston Pool Fence Requirements:
- Must have a fence or wall at least 48 inches high with a self-closing, self-latching gate.
- The fence or wall must be at least 4 feet away from the water’s edge.
City of Katy Pool Fence Requirements:
- Must have a fence or wall at least 48 inches high with a self-closing, self-latching gate.
- The fence or wall must be at least 4 feet away from the water’s edge.
City of League City Pool Fence Requirements:
- Must have a fence or wall at least 48 inches high with a self-closing, self-latching gate.
- The fence or wall must be at least 4 feet away from the water’s edge.
City of Missouri City Pool Fence Requirements:
- Must have a fence or wall at least 48 inches high with a self-closing, self-latching gate.

City of Pearland Pool Fence Requirements:
- Must have a fence or wall at least 48 inches high with a self-closing, self-latching gate.
